Need Help With ACC QoS

So I play Online CoD and i want to keep a consistent lowest ping possible, and i was wondering what do i put as, "Manual control target ping time." Would i put it around the same ping as "Ping" which would be around 26, or Would it be based around "Filtered Ping", and/or would it be "Ping Time Limit" which is 67. Btw I only have a 3.2 Download and 600kbps Upload speed. I get a consistent low ping currently. But occasionally i get ping spikes.

You shouldn't use manual ping target.
Let the algorithm figure out what your connection can reliably sustain. Yours will be higher than 26.
