I have the following IP groupings for my quota:

192.68.11.2. Total up/down limit is currently at 0.

192.168.11.3 Total up/down limit is currently at 0.

192.168.11.4 Total up/down limit is currently at 1 GB.

192.168.11.6-192.168.11.7 and 192.168.11.40 (this grouping shares the same quota) Total up/down limit is currently at 2GB

192.168.11.10-192.168.11.12 and 192.168.11.42 (this grouping shares the same quota) Total up/down limit is currently at 1GB

192.168.11.15-192.168.11.16 Total up/down limit is currently at 0.

192.168.11.19-192.168.11.21 Total up/down limit is currently at 2GB

192.168.11.25-192.168.11.28 Total up/down limit is currently at 2GB

All these quotas are set to repeat monthly on the 18th at midnight a nd when the quotas are exceeded it is to shut down all internet access to those devices. I use the quotas to dole out internet as it is earned around the house. This also prevents the children from blowing through our data cap since all of them are heavy video streamers.

I also will set scheduling up for some of these devices so they shut off at a reasonable time on school night. I do not have them setup at the moment to see if removing them would correct the slow down of the internet. There are other devices being used (by the adults) that have no quotas assigned to them.

If I create a quota even for a single device and no others it breaks the internet speed comes to a crawl. I have no QOS settings.

Same again, fresh installation qos enabled just one setting for one device to tune voip connection and after this router is not working properly, restarting booting, internet is working 1 minute, no access to the router via ssh or web, not responding on ping's.

It doesnt matter if qos upload or download router won't work after this settings: source port 5060 layer7 protocol: voip audio, after this router is restarting, internet works for a while then everything stop's, yestarday instead of source port I chose source ip 192.168.1.10 (which is my mobile phone with voip app) and same layer7 protocol: voip audio, after this gargoyle wont boot anymore, router is restarting couple of times and booting from secondary partition.

Don't use layer7 it's completely broken for the moment.
I'm working on a fix but it's complicated.
This will solve the rebooting.

Your settings are quite complicated. I've tried to replicate the problem piece by piece but no luck yet.
Will need another day or so.

Ok. But just to reiterate, I have created a quota for one single device and it does the same thing to the overall download speeds. It doesn't matter how many devices have a quota assigned to them. The outcome is the same.
