Please show more details in your screenshots. We need the bigger picture.
Also please show the settings for that quota.

What is your maximum internet speed?
You haven't set that quota to shut down internet you've set it to throttle the speed.

Just a quick question
In my entire network quota
I set upload limit as 1gb
2gb limit of download
3gb total of upload and download
The 2gb limit was achieved the rest are not yet achieved but the net was not shutdown ? Why?:)

Have you tried setting only the Max Total Up+Down to 3GB (3GB/NA/NA)? Or only Max Download/Max Upload (NA/2GB/1GB) ?
And make sure to select "Shutdown All Internet Access" and not "Throttle Bandwidth", when exceeded.
Give it a try and see if that makes any difference.
