I am a user under the local system, however I do have admin access to the management utility. ie: this problem occurs on a computer that is NOT the primary admin computer
I have encountered the quota cap even after the monthly reset date of the management utility. When I had returned to my computer in the morning from a full shut down the night, my connection with the router was successful according to a computer report. However, I failed to connect to the internet. Meanwhile, other users of the network continued to have reliable service.
A network diagnostic has reported that I require my ISP's (service provider) permission to access the internet. However, this appears to be irrelevant as I have paid for my internet service.
It is the 3rd of January and the problem existed since the morning of the 1st of January, when the cap had supposedly reset some 3hours before.

I think that you need to contact your system administrator about this problem.
It sounds like your monthly quota has not been renewed for whatever reason. You can check this by opening a browser on your PC and navigating to the Gargoyle gateway IP address (possibly 192.168.1.1). However, only your system admin will be able to reset your quota.
