Qos Download speed and upload speed throttled but high pings

Hi! I just installed gargoyle on my tp link 741ND. I am a long time tomato user so i'm quite familiar with qos. I tried gargoyle because i want to try how effective active congestion control which only gargoyle has. my problem is when i set an upload and download limit which is around 70% of my bandwidth, my ping goes very when i reached this limit. even if i set it to only 50% of my bandwidth, my ping still goes high when reaching this limit. i wonder what's wrong with my configuration.
