How to setup simple per IP rules?

I just want to create a VERY basic set of QoS rules for a few static DHCP addresses on the network.

To test,
(I set the "Total Download Bandwidth" to about 0.5mbps slower then normal speed, around 15.5-16mbps. It is set at 15360 kbit/s.)

I enabled QoS Download in the config page, then edited the "Slow" service class and set the parameters of the min and max download speeds to 0.5mbps (512kbit/s) and 2mbps (2048kbit/s), respectively. I then added a new classification rule and ONLY set the "Source IP" of the local device I wanted to test the limits on. I left everything else blank and assigned it to the "Slow" service class that I had previously edited.

I rebooted the router and restarted the Windows PC I was testing on then ran a few speedtests on various sites, speedtest and speakeasy. The download speeds didn't seem to change at all.

Is there anything I'm missing? I don't need anything fancy. Just a basic QoS rule to throttle download speeds for a static local IP.

Please read the QoS configuration guide on this site.

You should be using destination IP on the download page as discussed there.

You should also use ACC until you get more experience using QoS.

Ok, looked over the QoS guide.

I changed the Destination IP to match the local IP of the device I want configured through QoS.

But I don't see any changes reflected. It worked once when I did a speedtest, then seemed to break since it no longer works.
