WR1043ND v1 no DHCP after upgrade

I have a WR1043ND hardware v1. I was going from stock firmware to 1.4.7. The upgrade seemed to go well. After reboot, the router was not handing out an IP address. I tried switching LAN ports, I tried hardcoding my IP to 192.168.1.10/24. I tried rebooting both my laptop and router. No luck.

A note: I do not have this router connected to the WAN yet. I have been administering it through the LAN port.

Can you access router through 192.168.1.1??

If not, it looks like it bricked for some reason.
