IP/Mac/PC-name Binding with Username And Password

1-There must be a individual Username and Password that will be bound with IP-MAC-Pcname binding.

the user name and password will be offered by addmin..
and only be used for Internet access.
.there will be no bussiness with Router other Resources with those username and paswords.

previously i dont know that what it should be said.. then some tomato user told captive portal is helpful for that.. then obviously u r right. it is called captive portal.. thnx for corrcting me..
