Quota Exceptions / Quota Top-up

I was wondering if it is possible to:

• Add domains/IPs as exceptions to quotas so that downloads from these places are unmetered? I encourage my housemates to download from my ISP's mirror where possible. Such downloads are unmetered on my connection and it's not fair that it still drains their local quota anyway.
• Top-up an existing quota with extra data without having to remove and reallocate the quota? I've given my housemates the option to top-up their own quotas by paying for the extra data block to my ISP.

I'm currently running 1.2.5 because of the WAN port issue affecting any amount of firmware versions afterward, so forgive me if these features are already present in newer versions, but if they aren't, can they be added as features in the future?
