[Solved] Access restrictions problem

Is there a way to block a remote port and a website on 1 machine at the same time?
This is what I want to do:
Block remote port 28910 and runescape.com on host 192.168.1.106
This is what it looks like




Problem is it does not have any effect, but if I just block remote port 28910 then it will work and if I just block runescape then it will work but if a block both at the same time then nothing gets blocked.

I had to set restrictions to block all access and use white list exceptions to unblock what I don't want to block.
Everything is working fine now.
