TP-Link 1043 - Quotas not working

I really like this firmware, but I have one big problem. Quotas not working on my TP-Link 1043. I need to set the allowed amount of data, and then slow down access to the Internet in a single user (firewall/quotas). I set max upload/download and up+down limit, but when exceeded bandwidth speed is not throttling and the user can download still at full speed

Please, is there anyone with functioning quotas (on the TP-Link 1043)?
I set something wrong or is it a bug?

I have quotas working just fine on this router. Could you post a screenshot of your configuration?

Then, please specify exactly which quotas are being exceeded and not throttling bandwidth properly.

I am sorry I made a mistake. Instead of KBytes I meant kbites.
Quatas work perfectly
