Quotas without "mine" DHCP

I have router TL-WR841N v.7 with Gargoyle. It is connected to LAN by LAN1 port (not WAN). Server DHCP is disabled and computers connected to router received dynamic IPs from 24bit mask 255.255.255.0.

I can't enable DHCP in router so i can't assign static IP for each PC. I want to limit bandwidth of people using WiFi without any harm for LAN and (if it is possible) for some MACs. I have only MAC my trusted PC.

As Gargoyle is not operating through the WAN port (and thus, the firewall) none of the limiting/restricting/monitoring features will operate.
