This can be done now but needs a couple of things to be set up first.

method 1. (not recommended)
open port 80 and/or 443 and direct connect via web browser

method 2.
Activate OpenVPN server connect VPN client and browser.


I doubt and app as you wish will ever be made because they usually require and online server which somebody has to pay for. e.g. Teamviewer and the like
