Time Restriction

I have a RV Park and would like to put a time and data restriction on the router. I have the Quota set to 100MB per day but how do I restrict the time to 2 hours per day?
Do I set the Lease Time on the DHCP to 2 hours. If the customer goes off the WIFI and then signs back in do they get another 2 hours?
Second question, how do I turn off all network access from 11am to 1pm everyday, except for me to go on it. I tried putting on the restriction but people are still on during that time.

You can't (currently) restrict time of users.

Setting the DHCP lease that low may not have the effect you desire. When the lease expires there's no guarantee it will receive a different IP, and therefore the quota would still be expired.
If it did receive a new IP, it would receive a new quota too.

Restriction should work, however any current connections won't necessarily be terminated

So, I have no way of setting a time restriction for my quests to be on the internet?

You can set time blocks like "only allowed between 3 and 6pm", but not "only allowed 2 hours per day"
