How to assassig static IPs via DHCP?

When I setup "Enforce DHCP assignments" clients may connect, but end up with a DHCP assigned IP address which does not match the "Enforced DHCP assignment". All traffic fails at this point, even to Gargoyle admin interface, and definitely through the bridge to the internet.

I have assigned MAC addresses Static IPs below using the Add Static IP and "Assigned Static IP Addresses:" functionality. The IPs are below the allowable DHCP range, with examples such as 192.168.2.10 and 192.168.15.1

I'd like to allow anonymous connections as well as assigned IPs.
