Window oddity when editing quotas

When editing quotas, I have a new window pop open and some stuff appears... and then it almost instantly is refreshed to different contents. This is the "Edit Quotas" window and it has the save/discard buttons at the bottom.

If I then reload this window, I see an edit quotas window with the days of the week selected, and no save/discard buttons. I assume this is what I saw briefly when the window first opened.

This doesn't appear to be doing any harm, but it's kind of weird.

Does anyone else see this?
