Speed throttle not working on quota v1.9

I have a download quota enabled for 4 devices and am setting the download speed to throttle back when the quota is reached. Every time I save it, then go back in to edit as a check and the "throttle speed back" has been changed to "shut down all internet access".
I suspect there may be a bug.
Tried creating a new quota from scratch and the same thing. Attempts to throttle the download speed when the quotea is reached get changed to block all access when you save and then revisit the settings.

preserve settings?

I always recommenced a failsafe reset when strange things happen.


or it could be a bug?
