I am trying to limit usage to about 1GB/day but never turn it off entirely, and also prevent a single user from using the whole quota but not shut them off either.
When I set up my Quotas can I configure them such that a computer (IP addr) will be included in more than one. Will the most restrictive take precedence or must they be in certain order. I thought I had it working but after some changes if seems to never throttle to 100k
- QOS max bandwidth limited to 3000kbps
- Entire LAN has Quota of 750MB/Day (UP&DN) then throttle to 100 kbps
- Each computer has a limit of 200MB/Day (UP&DN) then throttle to 200 kbps
Do I need to reboot after each change that could be my problem.

The structure of the Gargoyle quota system allows for only one quota to be applied to an IP address. You are also able to set a quota for the "Entire Local Network" as an overarching limit.
When a quota is exceeded you can shut of all Internet access or throttle their bandwidth.
