Will Gargoyle Work For Me?

I have one of the faster internet plans for my area (100 mbits), but they cap my data at 400 GB per month. One of my two roomates is a "cord cutter" who only streams video from Netflix and Hulu, as well as downloading torrents. Halfway through the month we have already exceeded our monthly cap. Can I use this to force my roomates to only be able to use their fair share of our monthly data ?
