Are download restrictions hierarchical?

By that I mean can I set a total limit then individual limits for a time period ie total 100gb per month for the entire network then a quota per IP - say 10gb for 3 IPs then the rest unrestricted until reaching the entire network total?

No, the quotas are independent from each other, not hierarchical.
