Hello,
The other day someone in my house was streaming a movie at the same time someone else was trying to study by watching an online video course.
The internet was slow for both people. I would like to prioritize the bandwidth for the website that has the video courses. Is it possible to make it so that if a particular website is in use, that website will always have a good connection?
I believe this might have something to do with the QoS settings in Gargoyle, but I am not sure where to start.

Not seeing this there.
I see how to restrict internet access to a website.
I see how to throttle data demand for hungry users
But I don't see how to boost priority for a pc depending on what website is in use. Is that supported?

You would need to match by IP address of the website in question.
