Need help in setting quota and bandwidth limit...Urgent

I need help setting up Quota and Download/Upload Speed for my internet connection. we have 2 PC's in our home and my connection is 2mbps with 40GB of monthly quota so i need to split this in to 2*1mbps with each connection having 20GB data. i need help setting this up.

Motorola cable modem IP is 192.168.0.1 & TP-Link Router IP is 192.168.1.1

I want to set two computers static IP address and then set quota and bandwidth speed limit to two IP.

your first problem is you are using 1.7.0

its not stable and has bugs
