Limit download/upload speed

Hello,

I was searching for an option to limit download and upload speeds for my LAN users. My initial idea is to avoid that one user ruin the internet for everyone else.
The only option that I found for limiting the internet speed for all users, would be creating a new Quota that applies to "all individual hosts without explicit quotas" with Max Total Up+Down set to 0.001 Mbytes. and set the throttle bandwidth as default action (just like the screenshot below)

I wonder if there's any other option of doing this, since I also would like to be able to create a quota of 500MB that shuts down the internet access. (Having transfer quota and speed limit at the same time).

I just noticed that using this rule, will not throttle bandwidth for hosts individually.

All the hosts with the exceeded quota will be "sharing" the same download/upload limit speed.

Any way of make it individual for each host?
