Minimum bandwidth setting?

Is there a way in Gargoyle 1.6.0 to set a MINIMUM speed on MAC or IP? In our house about 20 devices use WiFi.
5 persons with each their PC/Phone/Tablet besides that also Media Player, TV, Setupbox, BluRay, printer, XBox. All mostly working without any problem.

But my son and daughter found out how to download music and film and play games which use an enourmous bandwidth. :? While doing that all other devices barely have internet speed.

So what I'd like to do is set a specific MINIMUM bandwidth for the computers in our house. This just for the PC's. So seprated by IP or better by MAC.

My idea is to set each PC/Laptop (no other devices) to a minimum of i.e. 5 Mbps. And what's left over can be used in common.

is this possible and if so... how can this be done?

That's what I expected indeed. But I don't see how to set it. I assume it's the QoS-Download I need to setup. But there I only see an option to set specific Services.

What I wanted is just giving a MINIMUM to all services by IP.
So something like;

IP: 192.168.1.120 - MININMUM BANDWIDTH (when in use) : 5000 Kbps
IP: 192.168.1.131 - MININMUM BANDWIDTH (when in use) : 3000 Kbps
IP: 192.168.1.143 - MININMUM BANDWIDTH (when in use) : 6000 Kbps
etc...

Is this possible?

It is better to use the QoS then you will get the minimum bandwidth because i am also using the same to overcome this problem.
