Modify recorded quota usage

I am having trouble finding a way to modify quota current quota usage. I don't know if this is possible, but I want to be able to give a user on my network 2gb of quota(by reducing their current usage by 2gb) if they download a 2gb file that is unmetered through my internet(bigpond). I poked around with ssh looking for files where the values are stored and found various files that seemed like they fit the bill(some in /usr/data/quotas for instance) but these values didn't change when I downloaded/browsed the web. Am I looking at the right files?

I don't think you can do that.
