Access restrictions don't seem to work.

I recently installed Gargoyle 1.5.10 on my TP-Link TL-WR1043N/ND v1 router.
After setting up Access restrictions for some torrent sites the users can still access these sites.
See attached screenshots.

Is there something wrong with the way I set up the restrictions or is this a bug?

Further research shows that the Access restrictions DO work, but when anyone tries to visit a blacklisted website the URL shows up in "Web Usage" anyway.
