So as the title says my QoS setting seems to be limiting my download speeds. When I turned off Download QoS it was fine.
Notes:
-New internet speeds of 90/10mbps.
-With QoS off I get speed test results in the 90s.
-With QoS on I get like 70 max, even when I set the Total Download -Bandwidth to 80mbps or 90mbps.
-Currently the Link Limit and Fair Link Limit are both 89395 kbps and my Total Download Bandwidth is 97mbps. Speed tests are consistently 65-70mbps.
-Firmware version is 1.5.4
-Router is Netgear WNDR3700v2

You can try entering a manual ping limit..
I am no too interested in this because you are using such an old version.
