I understand we can move match criteria with the up arrow and down arrow buttons. But it is not clear what happens in QOS system. Will that effect the priority? Then what is highest priority? top or bottom.

Gargoyle evaluates the rules one by one starting from the top. The first match is used and evaluation stops. So the order is important.
