Seems I have a issue with the firmware. Using the router I get around 7.8 Megs , direct to modem I get around 13 Megs. So almost a 50% loss. I do not use QoS. Is there a fix to this? I Have posted the info for help.

Usually the WRT54GL reaches CPU saturation somewhere around 10Mbps.
Your result is curious in that the CPU load in the data you posted is very low. Are you sure this data was captures while your router was limiting speed as you say?
The only real fix for people who want to go faster than around 10Mbps is to get a better router.

I can confirm 1.2 Megabytes, or about 9.6 Megabits over wireless only. Wired router throughput is much higher. I am however not using QoS.
