You can do it under Firewall/Restrictions.
Pick New Restriction Rule and who you want to apply it to...
Then deselect all network access under restricted resources and under website url, block only, then pick the url options and enter your requirements there.

Just to report back that I was able to edit the Gargoyle network file with the required parameters and I'm now up and running. Just to add in openwrt I get the following 2 options...
Client ID to send when requesting DHCP
Vendor Class to send when requesting DHCP
Those options allow me to connect using a hex username and password.
Do these options exist in Gargoyle?
