Well I solved the problem.
I opened up a instance of winscp and and then via putty started an installation of the usb storage plugin.
I kept refrehsing /lib/modules/3.3.8/ directory for the sierra.ko file. I deleted it as soon as I saw it. The installation continued without that error.

well the wdr3600 has 8mb flash by default so it can fit a lot more stuff in. the wr703n is normally 4mb flash. I just have one with 16mb, so I have to download the normal one and then install all the packages. I'm just not sure why the usb storage one keeps failing. It's on a stable gargoyle release...
