The chains are very interdependent and certain gargoyle processes generate the necessary chains before setting up the restrictions. I think it is best to stick with that method. Is there any reason you’re not using the Gargoyle config file?
I don’t know what time the firewall.user file gets installed but it might be too early and the chains may not exist yet.

You have to host screenshots elsewhere and link them here.

If your link limit is dropping then your ping is not under control. It’s that simple.
Start a saturated speed test and take a screenshot after it has settled and link it here.

Gargoyle will set the fair link limit (and link limit) 15% lower than your entered download bandwidth. Yes I expect this is possible. You don’t need the full luci-mod-rpc, just the underlying rpcd and a few settings.
Let me muck around with it again and post some hints. I’ve done this previously for wireless client detection.
