Gargoyle 1.6.0 on WDR3600. Freshly installed two days ago.
Worked perfectly until I saved a restriction to block all network access to one MAC address and shortly afterward saved a global whitelist to a single domain. No other restrictions had been saved. From that point onward the router constantly rebooted approximately every three minutes.
Resolved the issue by restoring default settings. From there I was able to restore from a backup of my settings from two days prior. I haven't touched anything on the Restrictions tab since. Now it's working properly.

Today I was feeling bold so I tried setting a restriction again. I had none since the issue I described in my initial post. (same router)
I created one to block a domain for one MAC address at all times, then saved. From that point the router continually rebooted every few minutes. In between two of the reboots I checked the restrictions tab to delete the one I'd added, but none were shown.
I restored the router settings from a recent backup and the reboots stopped.
Anybody else seeing this issue?
