limiting bandwidth

Hi, I hope its not too much for me to ask. I have ADSL at my home. When I perform a speedtest via local ISP, I am getting about 13Mbps download and about 1Mbps upload. My Computer is physically connected to port #1 with an ip address of 192.168.0.103 of the Gargoyle router and my neighbor is connected to port # 2 with an ip address of 192.168.0.110. Let's say I want to limit my neighbors overall net speed, how can I configure this on the router? If I am getting 13Mbps download and I want my neighbor to get 3Mbps download perhaps so that majority of the bandwidth goes to me since I own the dsl connection. If possible, please provide me a step by step guide or screenshot on the exact configuration I need to do. Super appreciate everyone's help. Thanks much.

is there a way to limit a user to the granted GB or MB data for the above case by using a WiFi enable router ?? if Yes then which one? Thanks in advance
