Is there a way to redirect to a notice page on the users browser when trying to access the internet saying they have been restrcited for whatever reason after I have restricted them or they have gone over their quota

I have asked for the same feature

The best solution I have found so far is to connect ubnt unifi device to a gargoyle router.
