My router WAN port has been properly plugged into the cable modem. I can connect my laptop directly to the cable modem and that works as expected. Likewise I can connect my old router and everything works as expected. For some reason the router is failing to negotiate an IP address from the cable modem. Is there anything wrong with this configuration?

what type of cable modem?

You could try going to a static ip and seeing if you can get it to work.
