the hint you gimme is to set the domain 192.168.1.1/24 blocked instead of all network...
eg:
at the restriction access option...i used to set to block all network..
and add the IPs in the white list to allow specific IP s to go through...
however, by this settings, it failed..it blocked all traffics...

then I follow your suggestion to set the following IP 192.168.1.1/24 to be blocked at restricktion access...( which block whole DHCP IP's from router)
and set the IP in the white list ( still same domain 192.168.1.X..and all these specific IPs are monitored and reserved by MAC Address.. ) that allow to go through the router....
and it works now...now only the IP i specified in the white list can get access, try to setup static IP out of the IP i set in white list still wont get access to internet...
then..it works perfect as i want it to be now

only quta monitered IP can get access, all others will be blocked...
