They're tracking the same type of data, but tied to a qos class rather than an IP, or measuring the total data in and out of the openvpn tunnel.
If you don't want to preserve that data, no it's not important.
There are smaller files in /tmp/data/bwmon which are stored in RAM only. These have smaller timescales, so backing them up is less important.
