Noob fast start advice

I need something to limit users to a daily data cap (offshore sailboat with expensive Starlink data) and Gargoyle looks like one of the only ways to do it. The Gargoyle website recommended hardware is TL-WR1043ND, but this looks as if it is out of production. The storefront has no products listed. I am not looking to save money on hardware, I am looking for a simple and reliable way to limit per user data. What are recommendations for a Noob regarding hardware and installation?
