(Another) "ERROR: Could not find config file" OpenVPN client

On a TP-Link TL-WDR3600 v1, w/ USB overlay drive.

Attempting to configure any OpenVPN client (using .zip, files, or manually) gives the dreaded "ERROR: Could not find config file". (I found several threads w/ same/similar issue going back several years.)

Logread shows:

/etc/openvpn is empty. (owner is root:root like almost everything else)
Anyone w/ this working could you give me listing of /etc/openvpn/ ? Heck, point me to the right part of the source and I could maybe even suss that out.

I'll be happy to give any more details to help track this down. Thanks!

(In my particular case I can probably make do by setting it up as a server, but target network is already set up and working on pfSense.)

Are you using an overlay/extroot?

I'd really rather not do a reset, as I have already had to start from scratch not that long ago. (Migrated back from OpenWRT, as I needed the better reporting and didn't like all the extra fiddling needed for basic stuff on my home router/AP. (The rest of the family seems to get cranky when I'm constantly rebooting for some reason ;)

Besides, other have had this issue, would be good to finally track it down.

Are you using an overlay/extroot?
In what context?

Tell us more about your setup?

Mine are very basic to be fair.

Is it possible i'm getting this error but don't know about it?

Not sure what other context there can be? I have a flash drive inserted in one USB port using as overlay. (2nd port is usb HDD, but just using that for file storage: SMB and DLNA)
