Are these servers safe?

The web monitor is showing many servers identified by IP address only. How can I determine whether these are safe? Here is a sample:

Try putting them through something like a Whois.

I've just looked up two of these (1st and last)

Both come back as cloud services. Do you have any apps on that machine that could be backing up to cloud servers?

This is my teenager's computer. He is running bluestacks -- an android emulator. He is also using proxy's before I find them and block them. It is difficult to know what to block when I only see IP addresses without domain names or URLs.
