I have found the 1.9.0 version at (downloads page):

I have not been able to find the 1.9.X version for mvebu-armada-385-linksys-cobra.

Is there a special location for this build?

1)The Quota feature.
1a) Our power is unreliable. Where is the quota information stored and is it protected(Saved) if the power goes off?
In order to protect the flash memory, the quota is written only every 4 hours as has been stated before. My solution to this problem is installing a small UPS to power the network equipment during power outages. The smallest battery powered unit you can find will do, and will be able to power a single router for anywhere from one to several hours, depending on power consumption of the router and the DC->AC converter.
