My new Gargoyle setup is under testing, and is not connected online yet, yet quotas seem to be counting my Lan use..
?Do quotas measure Online activity only, or Online + Lan activity?
Clearly this matters, when I am trying to enforce an ISP data quota, but not restrict Lan use...

Quotas only measure data to&fro the WAN port on your router (ie via the firewall). How are you testing and what are your physical connections?
Can you help someone else get Gargoyle up and running?

I am merely pressing the "Quota Use" button, under Status, and seeing that some of the quota is used up. Which surprised me, as the device is not online yet.

That does seem a little weird - I have never had a look with the WAN disconnected! Is it a significant amount, or just a few packets?

Mm, quota was at 1.5 Gb per day. Status reported 0.3% used or so.
My client (ahem sister and bro-in-law) don't really do LAN file transfers, so I think I'm safe

Yes it is unexpected, but then the quota system code is complex and I do not profess to understand it completely (yet). I identified a similar small example of quota leakage over a year ago and I have not yet discovered its source.
I suggest that you do the same as any normal ISP and make a blanket statement that your quota accounting may differ from the clients accounting, but the ISP is right.

One small thing: does <throttle-bandwidth> share the bandwidth between the users, or is applied individually to each ip?

<throttle-bandwidth> applies to the supject of the rule (at the top) weather it be an IP address, an IP range, or a Device Group
