Do the nightly (gargoyle-ispy) build come with Luci installed or it needs to be installed?

My bad, I asked it wrong. What I meant was if the nightly came with a GUI already installed not like an OpenWRT snapshot.ispyisail wrote:NoLuci installed

I have installed a nightly build on my TP-WR841ND v9 nightly build from 1/4/2016 and setup as an access point. Everything is smooth and no issue with wifi singnal.
I came across an theme issue. I installed a "green" theme from the plugin menu but was not switch to the new theme. I don't seem to have the theme manager available. What are the packages I would need to install for that?
