i set it up like this for qbitorrent client:
qBittorrent:
Under Connection setup your specific port in your case: 32021
Under Advanced i assigned a specific port range for qbittorrent to use:
Start port: 32021+1 = 32022
End Port: 32021+1000 = 33021
So we have this port range 32021 - 33021 that we must cover.
I'm inclined to suggest you test with the rule at the top of the list just to make sure it's not being picked up by any other rule (I don't see why it would).

there is no activity in the "gaming" services load. so i switched the port to source which the rule picks up the ports.
so I end up deleting some rules and classify my ip(and the other ip) to normal and set my default class to mobile which will be used by guest and mobile phones lol.. looks like it's working fine (i guess
