Here's an update:

The application protocols are still not catching anything.

And despite the fact that I'm using the default QoS settings, I'm still only getting 3 or 4 Mbps down out of the 60 total for the household. It's clearly NOT splitting the bandwidth equally between all of us.

I don't seem to have a choice, so I'm going back to creating a QoS class for each housemate and putting a hard cap of 12 Mbps on everyone. That way it'll be fair.

I'll still have an open class for Webpage loading (Port 80 less than 1024). Because it's annoying having pages load slowly while I'm bit-torrenting.

Thank you for your thoughts. Have a set up similar to this one and still going about how best to implement the qos. The L7 BitTorrent does catch upto about 80% as put here.
Current setup is using port numbers to throttle torrenting and use classes to prioritize web.
