Ordered Router - Pre-Setup Questions

Hi. I just ordered the Gargoyle Gigabit Router that has gargoyle pre-installed.

Router: TP-Link WR1043ND v2.1

Firmware: Gargoyle v1.6.2

I am going to use it to:

1. View and limit data usage per user. Once limit is reached user's data rate is diminished. Reset limit at end of month.

2. Cap data usage for any devices not explicitly added.

Can anyone tell me..

- What can I read about accomplishing these things?

- When I should expect the router? (I am in California)

- I saw somewhere that I will have to assign an ip to each device. Are these separate from the devices' existing ip addresses, if so, what sort of number do they have to be?

- What's an amount of bandwidth large enough to browse the internet and send emails, but not large enough to download a big file or stream things?

How long is a piece of string? Start with 100mb/day and adjust based on feedback (noise)

It seems like getting these numbers will be necessary to assign static IPs.

IE: I hit my 20 GB a month cap, then I am slowed down, but not before.

On a PC you can type "ipconfig /a" in cmd prompt and look for the "hardware address". It will be of the form XX:XX:XX:XX:XX

On a Mac.
In System Preferences, from the View menu, select Network.
In the left of the "Network" window that opens, click the name of your connection (e.g., Wi-Fi, AirPort, Ethernet, Built-in Ethernet).
Click Advanced..., and in the sheet that appears, click the Hardware, Ethernet, or AirPort tab.
The address is the string of letters and numbers next to "MAC Address:", "Ethernet ID:", or "AirPort ID:".

I put all of mine into an excel sheet with a friendly name I would recognise, then grouped them by family member, then assigned IP addresses. I think a good way to break it down is to give each person a range of addresses. E.g.
Father gets 192.168.1.21-30
Mother gets 192.168.1.31-40
Non family members (printer, Internet tv) get 192.168.1.90-100
