Shaping/Throttling not working???

Yesterday, I purchased and set up my new router with Gargoyle (WNDR3800)
using image:

I also have a billion 7800VDPX which i set up as a PURE BRIDGE to work with my new router because I wanted throttling.

I set up my quota > throttling/shaping - no QOS.
The shaping was working last night, and today I did a speedtest and I'm getting full speeds on all devices..


I've set up

person 1:
phone 192.168.1.11
tab 192.168.1.12
tab 192.168.1.13
mac 192.168.1.14

person 2:
phone 192.168.1.21

person 3:
phone 192.168.1.31
ipad 192.168.1.32
pc 192.168.1.33

person 4:
phone 192.168.1.41
ipad 192.168.1.42
mac 192.168.1.43

And here are my settings to throttle (I gave everyone 4mb/s each)

Strange it stopped working out of nowhere, and all clients are getting full speeds at the moment.

What is the problem and why would it stop out of nowhere?
I've tried resetting the router.. And saving the changes to the quota throttling again.
Throttle still doesn't work and getting full speeds on speedtests..

edit; oh and ive tried:
turn off quota/shaping
turn on QOS
turn off QOS
turn on quota/shaping

no effect, still getting full speeds on both groups of quota shapes

My router had the same problem, I flashed the router again using the sysupgrade image and didn't preserve the settings, after setting it up again, it worked perfectly. I'd recommend 1.6.1 since 1.6.2 has wifi issues on one of my routers though.

Edit: I misread your post.. Throttling hasn't worked for me since 1.5.11, I use QoS to deal with the bug. Just make sure everything has a static IP and set a queue and rule for each device. Download: Destination IP, Upload: Source IP.
