Ok so here is the scenario - I am living in my rental property and I need to reduce the usage of the tenants and monitor the bandwidth. I have the router where only I can access it.
I got the TL-WR1043ND model router and installed it following the instructions on the website and I am able to get online from my PC, Laptop, Cell phone, etc. Now here is the problem.
Correct me if I am wrong, but even if I am having computers access the internet via Static IP address, I should have the Connect/Basic Tab in the Router settings set to DHCP (Wired)? My modem is connected by Ethernet cable to my router and my router to my PC. Some other PCs in the house (and my cell) connect via wireless.
So under the Connection DHCP Tab I have set the DHCP range to 220-230 (I didn't see the need to have it larger, especially given the problems I am having with configuring the router).
Now I assigned static IP addresses to my cell phone, PC, and Laptop. The Cell and Laptop are connecting via Wifi. I then checked the box to allow those MAC addresses for those devices to only connect via the assigned IPs. When I try to test this by changing the IP address on the device, I am still able to connect - EVEN IF I ASSIGN a new IP address that is outside of the range I listed in the DHCP Tab (220-230 and 237 for example can still connect!)
Please if anyone could help I am completely lost as to what I am doing wrong or if this software just doesn't have the capabilities I think!?

When using gargoyle you need to give each device a Static IP using DHCP server. Don't set the static IP one the device itself.When I try to test this by changing the IP address on the device

I just had a look and Eric has just pushed a patch and I suspect its related to your post.Please if anyone could help I am completely lost as to what I am doing wrong or if this software just doesn't have the capabilities I think!?

Devices should not be able to use different IP addresses to connect once your router is configured to block this behavior. What version of Gargoyle are you using? If you are using v1.5.7 I would suggest you try and earlier version and see if the behavior is the same.
To clarify what I suspect is a typo in one of ispyisail's posts you should have all your devices set to request addresses from your router via DHCP. Do not enter static IP addresses in your devices. On your router you enter MAC addresses so that the devices get assigned the IP addresses you specify there.
