There is no theoretical limit on the number of rules that I am aware of. The theoretical limit on then number of download classes is 127. The limit on the number of upload classes is 126.
All these limits are subject to the amount of RAM and CPU resource your router has. If your router runs out of either you will not be able to achieve them.
